 Guide to Special Cash Payments(Application acceptance has ended.)

 

Special Cash Payments: accommodation for people who escaped domestic violence (DV) by a spouse(Application acceptance has ended.)

If you have escaped domestic violence by your spouse and cannot complete resident registration in a city, town, or village you are currently reside in on and after April 27th, 2020 (reference date) for certain reasons, you may apply for the Special Cash Payments in the municipality of your current residence and receive the payments by submitting a written request.

You may apply for and receive the payments for your family member(s) who you escaped together with, even if you are not a householder.

Please contact us by phone beforehand about this request.

When you submit a written request, you need to attach one of the following documents as a proof of your evacuation from spousal violence.

A certificate issued by Women’s Consulting Offices, Spousal Violence Counseling and Support Centers, etc.

A copy or authenticated copy of Protection Orders

If you receive child allowances for your children in Hakodate, submitting the above documents may be waived.

When you obtain a certificate or confirmation document, you must present an identification document such as your driver’s license, “My Number” card, or National Health Insurance card, etc.

in order to verify your identification and place of residence.

Once your request is approved, you will receive an application form for the Special Cash Payments by mail. Please make sure to submit the form in order to complete your application.

For people who have difficulty in paying city taxes

Extension of tax payment deadlines (special system)

If you have a considerable decrease in your business income or salary income due to COVID-19, and if you fall into both 1 and 2 below, you may request an extension of your tax payment deadline of up to one year.

No collateral is required, and no late-payment penalty or interest is due. Please contact a person in charge of tax payment in the Tax Affairs Section ahead of time.

1In any period (1 month or more) in and after February 2020, your income related to businesses or the like has reduced by about 20% or more compared to the same period of time in the previous year.

2It is difficult to pay at a time, or make a payment.

 

Application Procedure

You need to apply either by June 30th, 2020 or the payment deadline (the extended deadline in the case your deadline has been extended), whichever comes later.

Along with the application form, you need to submit documents that show the status of your income, cash on hand and bank deposits.
If you are unable to submit these documents, you will be asked about them verbally.

For those who have difficulty in paying the National Health Insurance (NHI) premiums

Since premiums are essential as financial resources of medical-care expenses for everyone covered by NHI, we request you to make a payment by deadlines.

If you fall behind on your premium, you may be issued a short-term NHI card with a shorter than normal validity period or an NHI Eligibility Certificate.

If you visit a doctor with an NHI Eligibility Certificate, you must initially pay the full amount of medical costs.

If you are unable to pay your premium on time under exceptional circumstances, please contact us ahead of time without keeping it delinquent.

Deadline extension for making repayments of the Single Mother/Father Welfare Fund Loan

Along with the occurrence of COVID-19, those who are in the process of making repayments of the Single Mother/Father Welfare Fund Loan or those who are about to begin making repayments, may request a payment deadline extension, if they became significantly difficult to pay due to the following reasons. Please contact the Parenting Support Section for consultation and go through procedures.

 

Eligible reasons for payment deadline extension

Due to COVID-19,

in the case your working income has reduced because of business closures

in the case you became unable to work because of temporary closures of day-care centers or schools where your children are enrolled

those whose informal job offer has been withdrawn, or those who are recognized to fall into the case that one is fired and has no prospect of earning an income

 

Procedures 

If you would like to request for payment deadline extension, please go to the Parenting Support Section with your personal seal and documents that prove the status of your income (documents that shows a decrease in your income such as salary statements).

 

Consultation about others

Those who are in the process of making repayments may make an abatement claim.

 In the case that you already have a repayment plan with maximum number of scheduled payments, we may not be able to approve your claim.

We provide consultation for those who fall behind on repayment as needed.

Grant of Injury or Sickness Benefits for those who have been infected with COVID-19

In response to the COVID-19 pandemic, if employees (those who are paid) insured by NHI have to take time off from work because of infection or suspected infection of COVID-19 and cannot receive all or a part of salary, they may apply for and receive the Injury or Sickness Benefits.

 

Eligible people

Those who fall into all of the following conditions

have been infected with COVID-19 or infection is suspected with such symptoms as fever, and unable to work due to the medical treatment.

have taken more than four days off from work, including three consecutive days.

cannot receive all or a part of salary for the period of absence.

 

Eligible number of days

Starting from the date you missed work due to the medical treatment, “days you were supposed to work but missed” of the fourth day followed by three consecutive days and after are eligible for the benefit.

 

Amount to be granted

(total amount of your salary income for the last three consecutive months ÷ working days) × two-thirds × eligible number of days for the benefit

There is an upper limit to the amount to be granted.

Eligible period

January 1st, 2020 ー September 30th, 2020

Up to 1 year and 6 months in the case hospitalization period is extended or the like

 

Application procedure

Along with the application forms to be filled out by a householder and insured person, you will need a certificate of business owner and written opinion of physician (in the case you visited a physician). Please call the National Health Insurance and Pension Section in the Citizen Department in advance, and they will mail you the application forms. In order to prevent further spread of infection, please submit your application materials by mail.

Housing Security Benefit (rent subsidy)

It is a system that supplies the Housing Security Benefit equivalent to the rent. It is targeted for those who are straitened economically, and lost their housing (hereafter referred to as “person who lost housing”) or are likely to lose their housing (hereafter referred to as “person with possibility of losing house”), due to having left their jobs, having closed their businesses (hereafter referred to as “having left job or the like”), or having decreased their job opportunities not for reasons or conveniences attributable to the individuals (hereafter referred to as “unavoidable absence from work or the like”).

A range of eligible people has been expanded in consideration of the state of the COVID-19 pandemic or the like.

Approval of Safety Nets for Financing Guarantee and Crisis-Related Guarantee

The Credit Guarantee Corporation of Hokkaido provides a guarantee in order to facilitate financing for the Small and Medium Enterprises (SMEs) negatively affected on their management stability due to their client corporations who have applied for the reorganization proceedings or have limited business activities, natural disasters, their correspondent financial institutions who have fallen into bankruptcy, etc.

In order to make use of this guarantee system, you need to fall into either any items in Paragraph 5, Article 2, of the Small Business Credit Insurance Law, or Paragraph 6, Article 2 of the Law. Also, SMEs who own business facilities in Hakodate need to be accredited by the mayor of Hakodate.

SMEs severely affected by COVID-19 are eligible to apply for No.4 and No.5 of the Safety Nets for Financing Guarantee and Crisis-Related Guarantee as below. Also, the approval requirements have been partially eased.

 

No.4 Safety Nets for Financing Guarantee (related to COVID-19)

SMEs and small enterprises negatively affected by COVID-19 are eligible to apply for No.4 Safety Nets for Financing Guarantee. In this system, the Credit Guarantee Corporation of Hokkaido guarantees 100% of the loan amount with a maximum limit under a framework separate from a general financing guarantee.

Designated period: February 18th, 2020 – June 1st, 2022

 

No.5 Safety Nets for Financing Guarantee  

SMEs and small enterprises who conduct their businesses in the categories whose business conditions are deteriorating are eligible to apply for No.5 Safety Nets for Financing Guarantee. In this system, the Credit Guarantee Corporation of Hokkaido guarantees 80% of the loan amount with a maximum limit under a framework separate from a general financing guarantee.

Designated period: January 1st, 2022 – March 1st, 2022

Loan period (deferment period): within 10 years (within 2 years)

Interest rate (fixed-rate): within 1.00%

Credit guarantee by Guarantee Corporation: guaranteed as needed

 

Purpose of loan: (equipment) 

Maximum amount of loan: 30,000,000 yen

Loan period (deferment period): within 15 years (within 3 years)

Interest rate (fixed-rate): within 1.00% within 10 years

                                      within 1.40% over 10 years
